On the Issues

Members of the Florida House of Representatives are permitted to submit six (6) legislative bills each year. As your State Representative, these are the six (6) bills I planned to submit or co-sponsor during my first term in office.


1st Bill – Transparency of Florida’s Budget and Spending

• Mandate State Budget to be more transparent

Our State Legislatures speak of how transparent Florida’s state budget is. I personally reviewed the budget to look at the spending habits for State of Florida, and our state lawmakers. Our budget appears to be less transparent than our State Lawmakers make it out to be. Budgeted line items as well as all other expenditures should be made available to the citizens of Florida. Budget modifications and transfer of monies from other accounts also should be made visible. As a citizen of Florida, it’s important for us to see where and how our state tax dollars are spent. This is why my first bill would make the state’s budget 100% transparent down to the last dollar and available to be the viewed by every Floridian. The technology is available to make this possible.

2nd Bill – Promoting Jobs in Florida

• Improve the state’s online job listing www.employflorida.com.

I would require all employers in Florida with staff of 25 or more be required to post their job openings and ensure information is kept current. Information on the position will highlight, job requirement, if the position is full or part time status, salary & benefits, and how to apply for the position, plus contact information. The posting will be at no cost to the employer. Employers with staff of 25 or less will have the option whether or not to post their job openings (also at no cost if they choose to post their vacancy on the state website).

3rd Bill - Amend Water Management District position from appointed to elected

• Change the Water Management District (WMD) from an appointed position to an elected position.

With WMD being an elected position, I feel the WMD would have the interest of Floridians over the Special Interest Groups. Also, reinstate public hearings in order to discuss all proposals and recommendations before the disposition of one of Florida’s most precious resources, its water.

4th Bill – Support working parents and involvement in children’s education

• Smooth the progress in helping parents to get involved.

I’ve talked with many teachers who have expressed frustration of parents failing to attend the parent-teacher conferences working parents either aren’t allowed the time off by their employer or the parents just cannot afford the lost wages. I would like to see the opportunity to provide incentives to employers and/or parents to help the parents take time away from work when they need to attend a parent/teacher conference. One recommendation would be to provide a means to have video conferencing available to working parents. This will help parents who want to be more involved in their children’s education the ability to do so.

5th Bill – Restore Trade/Magnet School programs

• Not all children are college-bound, and many students have a deep interest in learning a trade so they can go to work right after high school.

So let’s look at other options for preparing our kids for the future other than college. With recent budget cuts, one Westside Duval County magnet school had to reduce the trades taught from more than 30 trades to 6. Florida’s workforce still needs plumbers, auto mechanics, electricians, A/C repair and other trades.

6th Bill - Hurricane/Natural Disaster

• Establish a central warehouse that can mobilize to support our citizens within hours instead of days.

The warehouse can provide disaster victims with portable shelter, and enough food and water that would sustain Floridians for several days, until FEMA can provide support.Our country learned important lessons from the disaster that followed after Katrina, and the hardest lesson was that FEMA may not be able to reach citizens immediately after a disaster occurs.

List of Additional areas I support:

Fair Districting –Prevent voting districts from being hijacked by self-interested politicians or parties and to make sure that every vote counts equally.

Right to vote - Allow newly eligible voter the right to register with the Supervisor of Election and cast his/her vote at the Supervisor of Election's offices that very day.

PUBLIC SAFETY - doesn't support plea deals or early prison releases for sexual predators

A Healthy St Johns River- support efforts to maintain a clean and healthy St Johns River
